SYSTEMS PLANNER (4-7 YEARS) - WASHINGTON DC

The selected candidate will serve as an Acquisition Planner and supporting ACAT I Shipbuilding Program all areas of Department of Defense (DoD) Planning, Programming, Budgeting and Execution. The candidate will advise senior Navy officers, Program Managers and Ship Design Managers on program acquisition strategies, plans, and decisions. Analyze and implement strategic plans and management processes. Analyze and report on performance against strategic goals and objectives and advise on strategic decisions. Review and provide guidance on strategic initiatives and transition functions to appropriate groups. The candidate must be familiar with Systems Engineering and Test (SETR) events, DOD 5000 – Systems Requirements and Acquisition, 2 Pass-6 Gate Process, Gate Alignment, technical reviews and modified repeat ship design.
4-7 years of experience with DoD program management and systems engineering.
Experience with Microsoft Excel, PowerPoint, and Word.
Active Secret clearance.
BA or BS degree in Engineering or Business Management.
Experience with the DoD acquisition system.
Experience with developing acquisition strategies, program plans, Requests for Proposals (RFPs), and technical evaluations.
Ability to understand cost, schedule, risk, EVM, technical performance measures, technical specifications, and test reports from multiple contractors.
Ability to understand government contracts and reporting systems to extract data and analyze future performance trends.
Ability to interface with internal and external customers.
Possession of excellent interpersonal and oral and written communication skills.
MS degree preferred.
DAWIA Level II Program Manager Certification or Acquisition Professional Development Program (APDP) Program Management Level II Certification
